Rights and Obligations

When the Estate was developed, important rights and obligations were included in the title deeds - they remain legally enforceable today. The elected Committee has used this legal basis to publish various rules so, for example, everybody knows where they can park or what time their builders can start work without upsetting their neighbours.

Parking

We are lucky that we have more available parking than public streets in our area. This does cause pressure on the spaces and the Committee has agreed formal Parking Regulations to minimise problems.

Residents should apply to the Estate Secretary for a parking disc for their car windscreen by downloading a form and sending it to Dominique Florin at 19 Oakeshott Ave N6 6NT.

Plotowners who have not paid the full Maintenance Contribution are not eligible to receive parking identity discs.

Gate openers

The gates at the top of Hillway are shut during peak times to avoid the Estate becoming a rat run for cars escaping the traffic jam on West Hill.

Gate openers are available from Dominique Florin at 19 Oakeshott Ave N6 6NT for an initial cost is £50 with a yearly £20 renewal after that. Cheques made payable to Holly Lodge Estate.

Holly Lodge Gardens

Gardens

The Holly Lodge Ornamental Gardens are a communal space for all Estate residents to share.

If you want to use them for anything out of the ordinary, like a children's party, please contact Dominique Florin, 19 Oakeshott Ave N6 6NT tel: 020 8340 4442.

These by-laws have been designed so we can all share this space safely without harming it or disturbing others...

  1. The use of these gardens is reserved for those who live on the Estate.
  2. Ball games: ball games are not allowed, except that children aged 12 or under may play ball games in the area adjoining Highgate West Hill, which is designated for that purpose, and small children using soft balls may play in any part of the gardens.
  3. Bicycles: bicycles are not allowed, except that small children may ride bicycles, tricycles and scooters provided they keep to the paths.
  4. Nuisance: no one may make an excessive noise or cause any nuisance or disturbance to others using the gardens, or to neighbouring residents.
  5. Danger: no shooting is allowed, and no gun or other weapon may be carried.
  6. Damage: no one may climb trees or pick flowers, or do any damage to trees, shrubs, plants, lawns, seats, fences, or anything else in the gardens.
  7. Dogs: no one may allow a dog to cause nuisance or damage.

Halloween

We go to considerable effort to enable children of the Estate to have fun without upsetting those who do not wish to take part. As we did last year, we will have police and private patrols on the Estate to ensure that everything runs smoothly and to deal with any unfortunate incidents.

Please ensure your children are aware of and follow these six simple rules:

  1. Trick or treating only between 5pm and 8pm please
  2. This is an event specially for younger children so please ensure adequate supervision
  3. Small groups are preferable
  4. If the porch light is off please respect this and do not ring the bell or perform a trick
  5. Gates at the top will be shut from 5pm to 11am (1st Nov)
  6. At the Swain's Lane entrance cars will be stopped and people asked where they are going and will be expected to supply a name and address if visiting

We do hope that this will minimise any disruption, ensuring that all have a good time.

Conservation area

Holly Lodge is a conservation area. This benefits all residents by placing restrictions on what building and other works any of us can do.

You cannot install a visible satellite dish or even prune a tree without permission from Camden Council!

Builders’ code of conduct

All work sites will be inspected at frequent intervals by the Estate foreman. Builders are expected to abide by his requests. This will give the residents on the Estate some assurance that building work is being controlled and is not causing any nuisance.

All owners must furnish the Secretary to the Committee with the name and telephone number of the builder and to ask permission for skips.

All builders must:

  1. Agree to work within the acceptable working hours which are 8am – 6pm Monday to Friday and 9am – 1pm Saturday with no work being done on Sundays and Bank holidays.
  2. Make sure that all deliveries including skip removals/replacements are between the hours of 8am – 6pm Monday to Friday and 9am – 1pm Saturday.
  3. Abide by the 20mph speed restriction.
  4. No hoarding or contractors sign boards as the estate is a conservation area.
  5. Ensure that no work is carried out on the Estate roads or pavements, or if necessary to protect such. i.e. no mixing of cement etc on the tarmac surfaces or leaving goods on the verges for any length of time.
  6. Ensure that any damage caused to kerbs, verges,  roads and pavements is repaired by plotholders/or their builders at their expense to the Estate’s satisfaction.
  7. Ensure that all the neighbours are treated with respect and courtesy.
  8. Make sure that any delivery or skip etc causes minimum congestion or nuisance on the roads.

Skips

Skip

The Holly Lodge Estate is a private Estate managed by the appointed Holly Lodge Estate Committee. Skips may only be left on the Estate with the Estate’s permission through the Secretary, Dominique Florin, 19 Oakeshott Ave N6 6NT tel: 020 8340 4442, and in accordance with the following rules:

  1. Skips must be no larger than the ‘standard builder’s skip’. The approximate dimensions are: 3’ 8” high, 10’ 10” long, and 5’ 6” wide, and have a capacity of approximately 6 to 7 cubic yards.
  2. Skips must be securely covered over when not in use, and always covered over during night-time. Once full, the skip must be emptied immediately.
  3. Skips must be adequately lit during hours of darkness. At least one external lamp in good working must be secured to the skip.
  4. Skips must be not left on the Estate for a period longer than one month.
  5. No more than one skip may be used with respect to any house or flat at any given point in time.
  6. When leaving or collecting a skip, drivers and builders must at all times behave in a reasonable manner to other residents and must abide by the reasonable instructions given to them by employees of the Committee.
  7. Please bear in at all times that no-one has the right to use a skip on the Estate, you can only do so because the Committee has given permission, and that permission can be withdrawn at any stage without further notice if these rules are not abided by.
  8. These rules will apply to both the Residents and the builders, but the Committee requires the Residents to ensure that their builder and the builder’s employees are made aware of these rules.
  9. The Committee will use such legal remedies as it sees fit to implement these rules, including the removal of the skips without further notice at the cost and expense of the Resident and/or builder.
